Tower was born in 1860 and went on to be educated at Harrow and Trinity College, Cambridge, graduating with an MA in 1887. He entered the Diplomatic Service and became the Attaché for Constantinople before becoming Second Secretary to Madrid, Copenhagen, Berlin and Washington between 1892-1896. In 1897 he received the Jubilee Medal. He was the Secretary to the Legation for Peking, 1900 before adopting the position of Envoy Extraordinary to Siam, Bavaria, Wurtemburg, Mexico and Argentina during t...
